The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Captain Bill R. Baltazar for extraordinary achievement while participating in aerial flight as a B-52G Navigator over North Vietnam on 26 December 1972. On that date, Captain Baltazar was responsible for the long-range navigation of his aircraft to and from the target area in probably the most massive concentrated bombing raids in the history of aerial warfare. Assisting in effecting successful weapon release on the assigned target, with the loss of the radar system’s primary bombing function, Captain Baltazar displayed superior skill in contributing to further negate the opposing forces’ capability to wage war and persisted in his duties despite the large number of surface-to-air missiles fired at his aircraft. The professional competence, aerial skill, and devotion to duty displayed by Captain Baltazar reflect great credit upon himself and the United States Air Force.
