Randy S. Allen

The President of the United States takes great pleasure in presenting the Distinguished Flying Cross to Major Randy S. Allen for extraordinary achievement while participating in aerial flight as a B-1 Instructor Pilot, 77th Expeditionary Bomb Squadron, 2d Air Expeditionary Group, Royal Air Force Fairford, United Kingdom, on 23 May 1999. On that date, Major Allen was tasked to strike the Sombor Petroleum Production Storage Reserves in Serbia, defended by an unlocated tactical surface-to-air missile and numerous anti-aircraft artillery pieces. While enroute, he received word that both the Mission Commander and the alternate Mission Commander had cancelled; Major Allen coordinated to take command of the remaining package assets, after which he repositioned suppression of enemy air defense forces and offensive counter air forces to cover the remaining strikers. He struck his target, destroying three petroleum tanks, then due to an aircraft malfunction, he conducted the first ever B-1 combat re-attack in history destroying an additional two petroleum tanks; the remaining strikers in his package also successfully prosecuted their targets. The professional competence, aerial skill, and devotion to duty displayed by Major Allen reflect great credit upon himself and the United States Air Force.
